We already do have robust efforts at automating programming. See the field of Genetic Improvement ( https://en.wikipedia.org/wiki/Genetic_improvement_(computer_... )

That's still a far cry from being able to voice vague requirements and have a computer develop a program from them.

Interpreting requirements is usually the hardest part of programing. Not the coding part.
