In the comment / response section where "X, Y, Z, and a billion others liked this", the first person is 'Priscilla Chan', which I'm guessing is the same person that is Mark's wife. I'm curious, is that priority computed based on Mark's circle of friends? Or, are these values hard-coded / special-cased for the CEO, and potentially other individuals aswell?

Almost certainly not hard-coded. Anyone of Mark's friends with a lot of followers and a public profile will probably be famous.
