Planes full of South Korean engineers fly every Monday to China and fly back Friday night. They get huge salaries compared to working at Samsung. The same happens in Taiwan. Chinese pay for talent they don't have yet.

Lithography machines are the only limiting factor.

Chinese squeeze every bit from DUV lithography because they don't have way to acquire the EUV technology. Nobody in Asia can do it yet.


They can either pursue EUV or try to invent something else altogether, and I wouldn’t be surprised they end up with the latter, leapfrogging over EUV.


In which case slapping ITAR regs in EUV machine sales from Europe is shutting the stable door after the horse race has ended.
