I've never seen Ads in the System settings or any other system level area. Please point me to the screen that has the Ads.
Of course, you are going to see Ads in an app store.

There are ads for paid iCloud features in the iCloud prefpane. It’s not anything as egregious as Windows ads but it’s disappointing for me whose first experience with macOS was Snow Leopard that felt like magic compared to Windows XP.

If you don't setup an icloud account it shows you ads to sign up for icloud.
