I found that iCloud Private Relay forces me into a Captcha (I HATE CAPTCHAS) with archive.{Whatever}. Turning it off restores unencumbered access.
It seems to block or encumber Nothing else that I have tried, which is considerable. YMMV, but perhaps this info is useful to you in diagnosing your problem.
The liked page has no content for me, just offers to buy the pub (I tried multiple browsers, from multiple locations).
Search engines have the content indexed however, so maybe the page was just changed.
edit: And for the Love Of BOb, what is it with Archive and unskipable captchas? It's like that all the time now and has been for months.
At one time it only happened depending on DNS - diff servers gave different responses and only some IPs went to CaptchaHell. (This is not that Cloudflare issue, btw.) However, it happens all the time now, no matter which DNS server or ISP I use.
