Does that mean Imo.im is in fact a messenger created by or in Russia?

It wasn't originally -- it was created in Palo Alto, by people not affiliated with Russia. It's gone through changes since then, though, and I don't know the current ownership status.

Its a strong hint it is

imo was one of the last multi-messengers, where one could stay connected with almost everyone regardless what they used. It was a good time. It was a sad day, when I realized that they will pivot to their own solution, but I guess it was better for them.

XMPP is still around.

Beeper does a great job at this. I use it for all my IM needs.

A Linux (or at least web) version would be nice ...

I'm surprised Imo still exists to be honest.
